A clearance and a register answer different questions 

A clearance tells you a person passed an assessment. A Working with Children or Vulnerable People Verification, an NDIS Worker Screening are each decisions made on a specific date, valid for a period. 

A register tells you whether a regulator has acted since. Banning orders, prohibition orders and enforcement actions are published as they are made, and they can be made against someone who holds a perfectly valid clearance. 

Care providers need both, and the second one is the easier of the two to lose track of. Nobody sends you a letter when a worker appears on the register.
