Biometric Scanning: The Digital Frontier’s Balancing Act

Australia’s Changing Regulatory Landscape 

Australia has recently made significant strides in regulating digital identity verification, most notably with the Digital ID Act 2024, which will take effect on December 1, 2024.  

This legislation: 

  • Expands the Australian Government Digital ID System to include private sector entities. 
  • Enhances privacy protections for individuals. 
  • Establishes governance frameworks to oversee the digital identity ecosystem.

The Australian Competition and Consumer Commission (ACCC) will act as the Digital ID Regulator, supported by the Office of the Australian Information Commissioner (OAIC) for privacy compliance. These measures aim to standardise identity verification processes and bolster security for sensitive personal data (Digital ID Act 2024). 

“Companies like Medibank Private, Optus, and Latitude made headlines due to cyber breaches; some individuals, myself included, were affected by all three,” said John Shepherd, First Assistant Secretary with the Department of Finance, “These breaches were partly attributed to organisations holding onto personal information such as driver’s licences, IDs, and addresses for extended periods, often due to regulatory requirements. This emphasised the need for legislative changes.”   

However, concerns remain about the centralised nature of Australia’s system, which stores large volumes of sensitive data in one place.
